If necessary I would also test the API independently for whether the problem is in Salesforce or the external system.

    A. I'd opt for asynchronous integration in that case. I'd set up a batch job to stage the records somewhere then send them in bulk during off hours. That is a nice balance between real-time and batch constraints.
